He chaired the holding company SGO said was built on Smartmatic. Companies House still shows the director dates. The day George Soros’s foundations named him president, SGO said he was severing private-sector ties and stepping down as Chairman. Before that he ran UNDP and sat as UN Deputy Secretary-General. In a 2015 interview excerpt he said Smartmatic licensed technology from Dominion for international use. Later DOJ charged SGO a/k/a Smartmatic in Florida — the caption does not name him. Sidney Powell’s election talk is allegation, not a court finding. Print the SGO paper. Print the Companies House row. Print the OSF release. Do not invent a personal indictment or a stolen election. He is a diplomat and foundation chair. Not a judge. This is not a tribute.
Pattern
Thesis the table forces: UN development chief becomes UK peer/minister, then chairs a Smartmatic-rooted holding company, then walks into the OSF presidency the same day he leaves that chair — while a later company FCPA case and USAID election-tech money sit next to the brand without his name on the caption or the award. Title ≠ ownership. Company indictment ≠ personal charge. Interview license ≠ 2020 U.S. tabulation finding. Powell quote ≠ court.

Cases
2014: SGO said he would chair a group “built on” Smartmatic
What happened
On 25 November 2014, SGO published a London statement: Antonio Mugica and Lord Mark Malloch-Brown “today announce a new venture, SGO, built on the extraordinary success of Smartmatic, the world’s leading voting technology provider.” Mugica would remain Smartmatic’s CEO. “Lord Malloch-Brown will become chairman.” The statement quotes him on discovering “an elections business that could help restore faith in democracy…” Those are SGO’s words and the quote SGO attributed to him. Companies House records the appointment of George Mark Lord Malloch-Brown as a director of SGO CORPORATION LIMITED (07477910) on 29 September 2014; the officer record shows the directorship ended 4 December 2020. Companies House states it does not verify filed information. A director appointment is not, by itself, proof of share ownership. This packet does not say he owned Smartmatic, owned Dominion, or stole a U.S. election.

Dec 4, 2020 → June 2024: OSF president; SGO exit the same day
What happened
Open Society Foundations’ 4 December 2020 release named Mark Malloch-Brown — then a Global Board member, former UN DSG and UK minister — president effective 1 January 2021, succeeding Patrick Gaspard. George Soros’s statement said he had “known and worked closely with Mark for more than three decades… to setting up the International Crisis group together.” The same calendar day, SGO published that “As part of his commitment to sever all ties with private-sector companies, Lord Malloch-Brown is stepping down as Chairman of SGO on December 4,” listing Smartmatic among SGO companies. On 11 March 2024 OSF announced Binaifer Nowrojee as new president, “with Mark Malloch-Brown stepping down from his role in June 2024.” OSF printed his line that “all the apparent certainties of the international liberal order have been turned on their head…” NY Post (1 Jul 2023) reported planned staff cuts and a joint Alex Soros / Malloch-Brown statement. Those are office and exit facts. They are not a U.S. indictment in his name.

Commentary
Same day: Soros foundations president, Smartmatic-holding-company Chairman gone. They wrote the sever-ties sentence themselves. Three years later he is still explaining that the liberal order’s certainties are upside down. Print both releases.

1999–2006: UNDP Administrator; UN Deputy Secretary-General
What happened
The United Nations former Deputy Secretary-General bio for Mark Malloch Brown states he served as UNDP Administrator from July 1999 to August 2005 and as Chair of the United Nations Development Group; became Chef de Cabinet to the Secretary-General in January 2005; had his DSG appointment announced 3 March 2006; and assumed the post 1 April 2006 through the end of December 2006. The longer former-DSG bio lists Economist / UNHCR / Sawyer-Miller / World Bank titles with date ranges. Those are UN office facts. Oil-for-food meeting coverage (e.g. NY Post Feb 2005) is reporting of meetings, not a finding he committed a crime.
Their words
UN former-DSG pages record UNDP Administrator Jul 1999 – Aug 2005; Chef de Cabinet from Jan 2005; DSG 1 Apr 2006 – Dec 2006. un.org former-DSG bios (hosted archive)
Scope
Primary: UN institutional bios. Office ≠ misconduct finding.
Higher court / result

Commentary
Before the Smartmatic-rooted chair and the Soros presidency, he already had the UN’s development shop and the DSG suite. That résumé is why the later titles matter. Print the UN page.
2015: Interview excerpt — Smartmatic licensed technology from Dominion
What happened
ABS-CBN News posted a June 2015 interview in which Smartmatic chairman Lord Mark Malloch-Brown appears. The Gateway Pundit (November 2020) published a transcript excerpt it attributed to that interview. As Gateway printed the reply to whether Smartmatic used Dominion-owned software: “The fact is, yes a part of our technology IS licensed from Dominion… And we have a license for the international use of that particular piece of the technology.” Follow-up whether the license was live: “Yes.” This site treats the excerpt as Gateway’s published rendering of a real interview (video also linked), not as a court finding and not as proof of 2020 U.S. tabulation. A software-license sentence about international use is not a statement that he owned Smartmatic, owned Dominion, or altered an American election.
Their words
“The fact is, yes a part of our technology IS licensed from Dominion… And we have a license for the international use of that particular piece of the technology.” As printed by Gateway Pundit from the 2015 ABS-CBN interview
Scope
Interview primary (video) + published transcript excerpt. License remark ≠ 2020 election-theft finding.
Higher court / result
Contemporaneous interview / later published transcript. Not a judicial finding on 2020 U.S. results.
Commentary
He said license. He said international use. That is not the same sentence as “we ran the American count.” Keep the quote. Refuse the upgrade.

2024–2026: DOJ named SGO a/k/a Smartmatic — not him
What happened
The Department of Justice Criminal Division FCPA case page for United States v. Juan Andres Donato Bautista, Rojer Alejandro Pinate Martinez, Jorge Miguel Vasquez, Elie Moreno, and SGO Corporation Limited, a/k/a, “Smartmatic” records docket 1:24-cr-20343-KMW (S.D. Fla.). Indictment filed August 8, 2024; superseding indictment October 16, 2025. The caption names the company and those four individuals. It does not name Mark Malloch-Brown. He is not a defendant on that page. On March 10, 2026, SGO Corporation Limited filed ECF 351 moving to dismiss the superseding indictment for alleged vindictive/selective prosecution; the caption names the company, not him. Company arguments are allegations. His Companies House directorship ended 4 December 2020 — before the indictment dates on the DOJ page. Chronology is not a personal count.
Their words
DOJ case name includes “SGO Corporation Limited, a/k/a, ‘Smartmatic’” and the four named individuals — not Malloch-Brown. justice.gov FCPA case page (hosted archive)
Scope
Primaries: DOJ case HTML + CourtListener ECF 351 PDF. Company caption ≠ personal charge. Filing ≠ finding.
Higher court / result
Pending/company criminal docket as of last check. No personal indictment naming him located on the DOJ page used here.
Commentary
The holding company he chaired is in the caption. He is not. That adjacency is why the page exists. It is also why this file refuses to write his name into the dock.

2007–2009: Life peer; FCO Minister of State
What happened
The London Gazette (issue 58391, notice dated 9 July 2007) records Letters Patent conferring a life barony on The Right Honourable Sir George Mark Malloch Brown, K.C.M.G., as Baron Malloch-Brown. UK Parliament’s career page lists Minister of State (Africa, Asia and the UN), FCO, 28 June 2007 – 24 July 2009; Lords membership from 9 July 2007; Labour to 2 Dec 2012; Crossbench from 3 Dec 2012. Members API (accessed prior pass) listed leave-of-absence status beginning 30 July 2024. Magazine commentary on grace-and-favour housing is commentary, not a conviction.
Their words
Letters Patent: style and title of BARON MALLOCH-BROWN, of St Leonard’s Forest in the County of West Sussex. London Gazette notice, 9 Jul 2007
Scope
Primaries: Gazette + Parliament career/API. Peerage ≠ crime finding.
Higher court / result
Official UK publication + Parliament records.
Commentary
The peerage is how “Lord Malloch-Brown” entered the American debate. The minister dates are short. The later private and foundation titles are the longer story.

Words
SGO 2014 (attributed quote): elections business that could “help restore faith in democracy” but remained “too little known” — as SGO printed it.
SGO 2020 exit: stepping down as Chairman “as part of his commitment to sever all ties with private-sector companies.”
OSF 2024: “certainties of the international liberal order have been turned on their head…”
2015 Dominion license excerpt (Gateway rendering): “yes a part of our technology IS licensed from Dominion… license for the international use…” / “Yes.”
George Soros (OSF 2020): decades of work “to setting up the International Crisis group together.”
When the company needed a chairman, they quoted him on restoring faith in democracy. When OSF needed a president, he talked about the liberal order upside down. When a reporter asked about Dominion, he said license. Keep his sentences. Do not invent a confession about 2020.
Money
Not his personal awards. USAspending / API records awards to Democracy International, Inc. — not to Mark Malloch-Brown personally:
- USAID definitive contract 72016823C00001 — Support to Electoral Integrity in Bosnia and Herzegovina; potential ~$5.56M; DI prime. Democracy International RFP-SEI-2024-001 sought ballot scanners (~$425k ceiling). Sarajevo Times reported Smartmatic as scanner supplier — reported, not a USAspending payee line to Smartmatic. SMARTMATIC USA CORP USAspending profile was a $0 / 0-transaction stub on prior check.
- Education / NAGB delivery order 91995926F0006 (Aug 12, 2026) — $339,170.41 — “CIVICS FRAMEWORK CONTENT ADVISORY GROUP” to Democracy International.
- State Department assistance awards SNEAPI12CA022 / related Tunisia–MENA election-monitoring lanes to Democracy International (prior verified).
He is not named as recipient on those award pages. SGO chairmanship is the personal corporate-money adjacency already in Cases. No doge.gov/savings HTML naming him was locked this pass.

Claims not found as findings
Allegations, reporting adjectives, and imputed guilt — not upgraded to Fact findings of personal crimes. Allegation ≠ finding. Filing ≠ finding. Diplomat / foundation chair — not a judge.
- Sidney Powell: he was a “leader of the Dominion Project,” Soros’s “number two” in the UK, Clinton Foundation ties — Powell’s words as Just the News printed them around a Pennsylvania hearing Dominion officials canceled. Allegation. Not a court finding. (Former post: powell-allegation.)
- Gateway / others: “president of Smartmatic” headline upgrades — SGO/Companies House show chairman/director of SGO, which SGO said was built on Smartmatic. Outlet headline wording that collapses that into “president of Smartmatic” is labeled reporting/Claims, not upgraded here.
- 2020 U.S. election theft / Dominion–Smartmatic nationwide tabulation crimes attributed to him — not locked as a court primary on this file. Breitbart/AP language that Smartmatic “apparently only provided software to Los Angeles County in the 2020 election” stays reporting context. Epoch Times 2016 “16 states” piece stays reporting, not upgraded to a 2020 nationwide finding.
- Personal defendant in United States v. SGO / Bautista FCPA caption — false on the DOJ page used here. Company case ≠ his indictment.
- Invented ownership of Smartmatic or Dominion; invented Trump quotes; Theodore R. Malloch confusion — none treated as Fact. Do not invent.

They put “built on” Smartmatic and his name as chairman on the same release. Companies House kept the director dates for six years. That is the paper. Ownership rumors are a different sentence — and this file does not write that sentence without a share register.
