This is the same legal entity that held USAID definitive contract 72016823C00001 — Democracy International, Inc., the prime on the Support to Electoral Integrity activity in Bosnia and Herzegovina. That earlier award, the May 2024 Democracy International RFP for ballot scanners, and the Sarajevo Times line naming Smartmatic as supplier, are already on this file. He was not the grantee on 72016823C00001. He is not the payee on 91995926F0006. This page does not move Education Department civics money onto him, onto SGO, or onto Smartmatic.

Same shop. Democracy International held the USAID Bosnia scanner prime. Now the Education Department has it on a civics framework for the National Assessment Governing Board — three hundred and thirty-nine thousand dollars obligated, August 2026. He is not the payee. The record does not name him. The file already had DI sitting next to a Sarajevo paper that named Smartmatic scanners. This is later DI money, still on the federal teat, now writing civics for the Department of Education. Draw the line yourself. We do not invent a deposit to him.
